abstract

for effective crisis management, appropriate telecommunications, which are required to fast response, are crucial. therefore, lack of existing proper telecommunications detract senior managers’ awareness about crisis conditions and also disturb rescuers in relief, causing increasing attendance time to the injured and fatalities. transfer point location problem is one of the new issues in the literature of crisis management in order to accelerate response to crisis. the purpose of this paper is presenting a credibility-based chance-constrained model in which location of telecom towers and transfer points are achieved to simplify the relief. finally, by providing a numerical example, the model is solved using epsilon constraint, and then results comparisons and sensitivity analysis are performed.
